{"id":4454,"date":"2017-04-18T11:10:36","date_gmt":"2017-04-18T11:10:36","guid":{"rendered":"https:\/\/www.ec-undp-electoralassistance.net\/?p=4454"},"modified":"2018-09-27T08:25:56","modified_gmt":"2018-09-27T08:25:56","slug":"updates-on-preparations-of-upcoming-local-elections-in-nepal","status":"publish","type":"post","link":"https:\/\/www.ec-undp-electoralassistance.net\/en\/updates-on-preparations-of-upcoming-local-elections-in-nepal\/","title":{"rendered":"Updates on Preparations of Upcoming Local Elections in Nepal"},"content":{"rendered":"<p><a href=\"https:\/\/www.ec-undp-electoralassistance.net\/wp-content\/uploads\/2017\/12\/nepal.jpg\"><img loading=\"lazy\" src=\"https:\/\/www.ec-undp-electoralassistance.net\/wp-content\/uploads\/2017\/12\/nepal.jpg\" alt=\"\" width=\"1430\" height=\"948\" class=\"alignnone size-full wp-image-4455\" \/><\/a><br \/>\nOn 15 March 2017 the Prime Minister Dahal called on Madhes-based parties to participate in the local elections scheduled for 14 May this year, and committed to reviewing the constitution in order to address their demands with regard to provincial and federal boundaries.<br \/>\nWhile the first attempt to get the constitution amendment bill endorsed had been unsuccessful last January, this declaration of the Prime Minister triggered frustration within the Madhes-based parties\u2019 alliance as it is not clear whether the government intends to modify or not the federal boundaries.<br \/>\nIn addition, local governance in Nepal has been strengthened as 744 local units have been given 22 exclusive and listed powers, in addition to 15 powers to be shared between center, provinces and local levels as per the Constitution.<br \/>\nThe Parliament has now endorsed the Constituency Delineation Bill and will be able to form a Constituency Delineation Commission.<br \/>\nAhead of the upcoming local, provincial and parliamentary elections, the government should finalize the new electoral constituencies in line with the new constitution.<br \/>\nIt is the fourth bill endorsed by the Parliament out of the nine required for concluding three sets of elections by January 2017.<br \/>\nThe Electoral Support Project- Phase II (ESP) is a technical assistance initiative focused on a long\u2013term institutional and professional capacity development of the Election Commission (ECN) for conducting credible, inclusive and transparent elections in Nepal.<br \/>\nThe project, funded by the European Union, UK Aids, Norwegian Ministry of Foreign Affairs and Denmark, contributes to the Sustainable Development Goal 16 (Peace, Justice and Strong Institutions), 5 (Gender Equality) and 10 (Reduced Inequalities) and is aligned with the Strategic Plan of the ECN (2015- 2019).<\/p>\n","protected":false},"excerpt":{"rendered":"<p>On 15 March 2017 the Prime Minister Dahal called on Madhes-based parties to participate in the local elections scheduled for 14 May this year, and committed to reviewing the constitution in order to address their demands with regard to provincial and federal boundaries.
