class=\"elementor-text-editor elementor-clearfix\"><p>The GPECS Workshop on Electoral Operational Planning was organized from 1-3 June 2011 in Freetown, Sierra Leone.<\/p><p>The overall objective of the workshop was to strengthen the functions of operational planning among UNDP staff, staff of electoral management bodies (EMBs) and relevant stakeholders that are working in relation to the development and implementation of operational plans in the context of electoral processes and UNDP projects supporting such processes.<\/p><p>The GPECS Workshop on Electoral Operational Planning is organized by the Global Programme for Electoral Cycle Support (GPECS).<\/p><p>Drawing on existing expertise among GPECS as well as from the Joint EC-UNDP Task Force (JTF) and UNDP Democratic Governance Group\/Bureau for Development Policy (DGG\/BDP) staff working in the field of electoral assistance, the workshop aimed at:<\/p><p>1. Strengthen the overall understanding of electoral processes and highlight how to use the concept of the electoral cycle approach to facilitate operational planning, and budgeting processes, the establishment of timelines and revision exercises;<\/p><p>2. Discuss and exchange experiences regards operational concepts;<\/p><p>3. Discuss and exchange experiences on specific operational issues such as recruitment of staff\/consultants; procurement of electoral materials and services, sub-contracting and working with responsible parties;<\/p><\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/div>\n\t\t\t\t<div class=\"elementor-column elementor-col-50 elementor-inner-column elementor-element elementor-element-4184381\" data-id=\"4184381\" data-element_type=\"column\">\n\t\t\t<div class=\"elementor-column-wrap elementor-element-populated\">\n\t\t\t\t\t\t\t<div class=\"elementor-widget-wrap\">\n\t\t\t\t\t\t<div class=\"elementor-element elementor-element-04f888f elementor-widget elementor-widget-text-editor\" data-id=\"04f888f\" data-element_type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t<div class=\"elementor-text-editor elementor-clearfix\"><p>4. Look into the implications of highly relevant cross-cutting issues \u2013 focusing on biometric voter registration (and electoral security);<\/p>\n\n<p>5. Provide insight into UNDP policy and strategic framework for electoral support and how to ensure the integration of UNDP programme and operations issues; and<\/p>\n\n<p>6.
